CalRecycle (California's Department of Resources Recycling and Recovery) is leading a transformative shift in California's Waste and Used Tire Program with the implementation of a new Electronic Mobile Manifesting System, developed in partnership with Diversys Software Inc. This transition from paper-based methods to digital e-manifests will streamline the tracking and management of over 50 million end-of-life tires handled annually across the state.

The new e-manifest system, mandated by Senate Bill (SB) 1181, is designed to enhance efficiency, improve data integrity, and provide end-to-end traceability for end-of-life tire transporters and haulers. CalRecycle’s initiative represents a significant modernization of California’s tire recycling efforts, offering real-time tracking and eliminating the inefficiencies of outdated paper-based processes.

“This move to digital reporting is a game-changer for our tire recycling operations,” said CalRecycle Director Zoe Heller. “The e-manifest system will enable reliable and seamless tracking of end-of-life tires, ensuring we meet our environmental objectives and promote sustainability throughout California.”
