Michigan shifts away from burning end-of-life tires, explores new recycling solutions
Michigan has halted the long-standing practice of burning scrap tires for energy, following a 2023 change in state law that removed tire-derived fuel from the list of renewable energy sources. The decision, coupled with the decline of biomass power plants, has left recyclers and policymakers searching for alternative ways to manage the state’s 10 million discarded tires annually.
For decades, Michigan facilities burned millions of old tires in biomass plants and industrial kilns to generate energy. Proponents argued that tire-derived fuel improved combustion efficiency and helped manage tire waste. However, environmental groups opposed the practice, citing air pollution concerns. With the new law in place, several biomass plants, including those in Genesee and Grayling, stopped using tires as fuel in early 2024.

The abrupt policy shift has disrupted Michigan’s tire recycling industry, leading to concerns over increased landfill disposal. While the shift away from burning tires presents short-term obstacles, industry leaders believe it will ultimately lead to higher-value recycling solutions for Michigan’s scrap tires.
