IEPA has rejected Anzu Power’s permit application for a planned facility in Alton, Illinois, after finding that the submission lacked complete and sufficient information. According to documents reported by The Telegraph, Anzu Power applied in May through consultant Tectrix.io for a facility at 8 Cut Street that would process recycled rubber chips purchased from authorized tire recycling and transportation companies. The company has described the project as a carbon-negative waste-to-energy facility, but IEPA reviewers said the application did not provide enough detail on the site, process, emissions, equipment, material handling, storage or environmental impacts. The case has drawn attention because Anzu Power had earlier claimed support or approval while city officials and residents questioned whether the proposed tire pyrolysis and power-generation project had the necessary environmental permits and local authorization.

In the presentation, “Turning TPO into a Higher-Value, Certifiable Feedstock,” Weibold consultant Franklin Raj discussed how TPO producers can move beyond traditional industrial-fuel markets and develop higher-value downstream pathways.

Over the past 12–14 months, the regulatory landscape for tire pyrolysis oil (TPO) has changed more rapidly than at almost any point since TPO began moving from an alternative fuel into a serious refinery and petrochemical feedstock. RED III, revised ISCC rules, the recognition of the fossil fraction of end-of-life tires as a potential recycled carbon fuel feedstock, and new end-of-waste pathways in England and France have all moved the market forward.

Continental has developed a concept tire containing around 43% recycled materials as part of the EU-funded ZEvRA project, which focuses on circularity in electric vehicles. ZEvRA stands for “Zero Emission Electric Vehicles Enabled by Harmonized Circularity” and brings together 28 partners, with Continental participating as the only tire manufacturer in the consortium. The concept tire includes recycled tall oil, steel, rubber from end-of-life tires and polyester fibers made from recycled PET bottles. Continental said the development highlights what is technically possible today while also showing that industrial-scale use of recycled materials requires reliable regulatory frameworks, sufficient supply of high-quality recycled raw materials and scalable recycling technologies. The tire also achieved the highest rating for the EU rolling resistance label, demonstrating the company’s aim to combine sustainability with performance.

The proposed cooperation includes adding capacity in Monterrey for the processing of an additional 1 million passenger tires and developing further tire recycling and pyrolysis facilities in other Mexican states, including Guadalajara. IVR said the partnership would use ProDynamics’ nationwide tire distribution network to access end-of-life tires and convert them into renewable products such as pyrolysis oil, carbon black, recycled steel and gas. The companies said the project is intended to reduce emissions from end-of-life tires that would otherwise end up in landfills while supporting circular economy solutions in the regions where ProDynamics operates.

The project is being implemented through SUAS reTire s.r.o., the joint venture responsible for the development, construction and operation of the Czech tire recycling plant. Pyrum previously formed the joint venture with SUAS Ecology s.r.o. and holds a 49% stake in the company.

Franklin Raj will represent Robert Weibold GmbH at RE-GO 2026 – Tire Recycling Conclave in Goa, India, on September 10–11, 2026. He is also expected to deliver a presentation on emerging opportunities in tire recycling and pyrolysis. RE-GO 2026 will take place at Novotel Goa Dona Sylvia in South Goa, bringing together stakeholders from across the tire recycling, tire pyrolysis, recovered materials, technology, regulatory, and circular economy sectors.

The parliamentary response shows that a majority of India’s identified tire pyrolysis units are operating in line with the applicable standard operating procedure. These rules govern the recycling of waste tire scrap into outputs such as tire pyrolysis oil, pyro gas and char, which can be used in downstream industrial applications when produced under controlled environmental conditions.
