India’s tax law portal TaxScan.in reported this March that The Maharashtra Authority for Advance Rulings (AAR) declined from determining classification (HSN) of Tire Pyrolysis Oil and the tax rate applicable to it, by reason of non-submission of full details pertaining to composition of the impugned product by the applicant. The order was passed in an application filed by Royal Carbon Black Pvt.Ltd., an entity engaged in the recycling of used tires. The application was preferred under Sec.97 of the Central Goods and Services Act and Maharashtra Goods and Services Act, for adjudicating upon the classification (HSN) of Tire Pyrolysis oil and the tax rate applicable to it.

Sometimes it makes sense to periodically sift through your personal library (even though that's primarily done electronically these days). When you browse around, some things come to light that are worth not forgetting, such as a conference paper that was published exactly 30 years ago in August 1993. “A multiple-product approach to the processing of used tires” (Michal A. Serio, et al., 1993) is a remarkably accurate vision of chemical recycling of end-of-life tires (ELTs), as it is experiencing a boom in the last few years. The authors presented their well-founded proposals for sustainable recycling of ELTs through pyrolysis at a conference of the American Chemical Society (ACS Division of Fuel Chemistry) in the USA. About 20 years later, namely in 2011, the United Nations Environmental Program (UNEP) within the framework of the Basel Convention (191 signatory states) approved the chemical recycling of ELTs by pyrolysis as Environmental Sound Management (ESM). This classification was subsequently also included in the European regulations. In this exposé of the remarkably visionary work, the original text is quoted and only occasionally an outdated term is replaced by the one used today. Replacements and comments are in Italic. This paper by Michal A. Serio and colleagues could just as well have been written today.

The best available technology (BAT) is the technology approved by legislators or regulators for meeting output standards for a particular process. BAT for a given industrial sector is described in reference documents called BREFs (Best Available Techniques Reference documents). BREFs are the result of an exchange of information between European Union Member States, the industries concerned, non-governmental organizations promoting environmental protection and the European Commission. This exchange of information is referred to as the Sevilla process because it is steered within the Institute for Prospective Technological Studies of the European Commissions' Joint Research Centre, which is based in Seville. The process is codified into law by Commission Implementing Decisions. The most important chapter of the BREFs, the BAT conclusions, are published as implementing decisions of the European Commission in the Official Journal of the European Union. According to the Industrial Emissions Directive (IED), the BAT conclusions shall be the reference for setting permit conditions of (large) industrial installations.

To build a successful tire recycling or pyrolysis business, one needs to first of all identify markets and products and properly build sales channels. This is a rather complex task, as it is composed of many difficult and field-specific details.Nowadays one may think of the Internet as a pioneering marketing tool to help sell products. Partly this is true, as there are many platforms for retailing or wholesaling across the entire world. But despite the ease of launching online sales, feasibility needs to be carefully calculated before you start recycling tires.

Attempting to cut costs while launching a tire recycling or pyrolysis business, companies often fall prey to low-quality equipment manufacturers whose equipment does not fulfill to their promises. Typically, such a low quality equipment has far more attractive prices and very often comes from countries, where labor and material costs are still very low. Although seemingly benefitting its buyer through low initial capital investment, such equipment can kill a young pyrolysis company or seriously undermine its operation. In this article Weibold focuses on issues of low-priced pyrolysis machinery and sheds light on the most common problems occurring with such pyrolysis equipment suppliers.

The high participation (200+ attendees) shows that the tire pyrolysis industry is interested in innovative technology solutions for upgrading pyrolysis oil.

By passing the Green Deal in 2019, the European Union (EU) set the course for more sustainable investments, for example in areas like renewable energy, biodiversity, or circular economy. The goal is to reach a climate-neutral economy in the EU by 2050, with a reduction goal of 55% by in 2030. To achieve these climate goals, the Green Deal includes an investment plan of 1 trillion euros over the next 10 years. Despite this huge investment, the EU depends also on the support of the private sector to achieve the Paris climate agreement.
